〜であれ / 〜であろうと
'No matter what/who it is' — concedes any case, often after a question word or たとえ. Formal, common in written rules and speeches.
N／疑問詞＋であれ／であろうと（な-adj語幹も可）
  1. どんな理由であれ、暴力は許されない。
    どんなりゆうであれ、ぼうりょくはゆるされない。
    Whatever the reason, violence is not acceptable.
  2. 相手が誰であろうと、規則は同じだ。
    あいてがだれであろうと、きそくはおなじだ。
    No matter who it is, the rules are the same.
  3. たとえ社長であれ、手続きは省けない。
    たとえしゃちょうであれ、てつづきははぶけない。
    Even if you are the president, the procedure cannot be skipped.
