〜ないまでも
'Even if not as far as X, at least Y' — sets a high level, denies it, then names a lower but acceptable level. Formal-neutral, common in advice and reports.
V-nai＋までも（N・na-adjは「〜ではないまでも」）
毎日とは言わないまでも、週に一度は運動したい。
まいにちとはいわないまでも、しゅうにいちどはうんどうしたい。
Not every day, perhaps, but I want to exercise at least once a week.
完璧ではないまでも、かなりよくできている。
かんぺきではないまでも、かなりよくできている。
It may not be perfect, but it's quite well done.
見舞いに行かないまでも、電話ぐらいはすべきだ。
みまいにいかないまでも、でんわぐらいはすべきだ。
Even if you don't visit them, you should at least call.
