Double negative 'not entirely un-…': the speaker admits a slight degree of feeling or willingness, with reservation. Slightly formal.
V-nai + でもない（〜ないこともない と同義）
  1. 事情を聞けば、同情しないでもない。
    じじょうをきけば、どうじょうしないでもない。
    Hearing the circumstances, I do feel a certain sympathy.
  2. 条件次第では、引き受けないでもない。
    じょうけんしだいでは、ひきうけないでもない。
    Depending on the terms, I might well take it on.
  3. 彼の言い分も分からないでもないが、賛成はできない。
    かれのいいぶんもわからないでもないが、さんせいはできない。
    I can see his point to some extent, but I can't agree.
