Expresses a strong wish: "Isn't there some way to ...?" Mixes frustration with hope. Slightly literary; often appears with the potential form.
V-ない + ものか／ものだろうか（可能形が多い：〜られないものか）
  1. もっと早く手続きが進まないものか。
    もっとはやくてつづきがすすまないものか。
    Isn't there some way to move the paperwork along faster?
  2. この問題を解決できないものだろうか。
    このもんだいをかいけつできないものだろうか。
    I do wish there were some way to solve this problem.
