〜ときては
"When it comes to X." Singles out a topic in order to criticize it or explain a consequence. Colloquial and emphatic; 〜ときたら is the same.
N + ときては（〜ときたら も同義）
  1. うちの部長ときては、謝ることを知らない。
    うちのぶちょうときては、あやまることをしらない。
    As for our department head, he simply doesn't know how to apologize.
  2. この暑さときては、外に出る気にもなれない。
    このあつさときては、そとにでるきにもなれない。
    With heat like this, I can't even bring myself to go outside.
  3. 弟ときては、朝から晩までゲームばかりしている。
    おとうとときては、あさからばんまでゲームばかりしている。
    My brother, of all people, plays games from morning till night.
