Marks the preceding fact as surprising or hard to believe. Often followed by 驚きだ／情けない, or left unfinished for effect. Emphatic, written or careful spoken style.
Plain form / N + とは (＋驚きだ・思わなかった 等、または言い切り)
こんな短期間で完成するとは驚きだ。
こんなたんきかんでかんせいするとはおどろきだ。
It's astonishing that it was finished in such a short time.
新人がここまでやるとは思いもしなかった。
しんじんがここまでやるとはおもいもしなかった。
I never imagined a newcomer would go this far.
彼が無断で欠勤するとは、よほどのことがあったのだろう。
