Means 'unless it is X, ... not': only X can do or produce the result. Followed by a negative; formal to neutral, used in speech and writing alike.
N + でなくては + negative (〜ない・できない)
  1. この作業は専門家でなくてはできない。
    このさぎょうはせんもんかでなくてはできない。
    This work can only be done by a specialist.
  2. 現地を見た者でなくては、あの空気は分からない。
    げんちをみたものでなくては、あのくうきはわからない。
    Unless you've seen the site yourself, you can't grasp that atmosphere.
  3. 会員でなくては入場できない施設です。
    かいいんでなくてはにゅうじょうできないしせつです。
    It's a facility you can't enter unless you are a member.
