"On top of that," adding a second point in the same direction — two good things or two bad things, never a mix. Slightly formal but common in everyday explanation.
V／i-adj 普通形 + 上に；na-adj な・である + 上に；N の・である + 上に
この店は安い上に、料理もおいしい。
このみせはやすいうえに、りょうりもおいしい。
This restaurant is cheap, and the food is good on top of that.
道に迷った上に、雨まで降ってきた。
みちにまよったうえに、あめまでふってきた。
Not only did I get lost, it even started raining.
彼は真面目な上に、責任感も強い。
かれはまじめなうえに、せきにんかんもつよい。
He is conscientious, and has a strong sense of responsibility besides.
