〜にしても
Concedes a point and then objects: 'even granting X, still Y'. Often carries mild criticism. Used in both spoken and written Japanese.
N / 普通形 + にしても
  1. 冗談にしても、言っていいことと悪いことがある。
    じょうだんにしても、いっていいこととわるいことがある。
    Even as a joke, there are things you shouldn't say.
  2. 忙しいにしても、連絡ぐらいはしてほしかった。
    いそがしいにしても、れんらくぐらいはしてほしかった。
    Even if you were busy, I wish you'd at least contacted me.
  3. 引っ越すにしても、まず予算を決めないといけない。
    ひっこすにしても、まずよさんをきめないといけない。
    Even if we do move, we first have to decide on a budget.
