States that the result is unaffected by the condition: 'regardless of X'. Formal and typical of notices, rules and announcements.
N + にかかわらず；V-dict + V-ない + にかかわらず（例：行く行かない）；対になる語（有無・天候）+ にかかわらず
  1. 天候にかかわらず、大会は行われます。
    てんこうにかかわらず、たいかいはおこなわれます。
    The tournament will be held regardless of the weather.
