〜か〜ないかのうちに
Two events happen almost at the same instant: 'no sooner had X happened than Y'. Describes actual past events, so the second clause is normally past tense.
V-dict + か + V-ない + かのうちに（後件は過去形）
家を出るか出ないかのうちに、雨が降り出した。
いえをでるかでないかのうちに、あめがふりだした。
No sooner had I left the house than it started to rain.
ベルが鳴るか鳴らないかのうちに、彼は教室を出て行った。
ベルがなるかならないかのうちに、かれはきょうしつをでていった。
The moment the bell rang, he was out of the classroom.
