Plain form + ということだ. Either reports hearsay ('I heard that') or draws a conclusion ('it means that'). Formal alternative to そうだ.
Plain form + ということだ / というわけだ
  1. 田中さんは来月結婚するということだ。
    たなかさんはらいげつけっこんするということだ。
    I hear Tanaka is getting married next month.
  2. 返事がないということは、忙しいということだ。
    へんじがないということは、いそがしいということだ。
    No reply means he must be busy.
  3. 会議は来週に変わったということです。
    かいぎはらいしゅうにかわったということです。
    I've heard the meeting was moved to next week.
