必ずしも + negative (often 〜とは限らない / 〜わけではない). Means "not necessarily / not always".
必ずしも + V-nai / 〜とは限らない / 〜わけではない
  1. 高い物が必ずしもいいとは限らない。
    たかいものがかならずしもいいとはかぎらない。
    Expensive things aren't necessarily good.
  2. 努力が必ずしも成功につながるわけではない。
    どりょくがかならずしもせいこうにつながるわけではない。
    Effort doesn't always lead to success.
