With 見る/聞く it means too painful to watch or listen to; with emotion nouns it means overflowing with that feeling. Formal, written.

とても〜できない、または感情が抑えきれない意の硬い表現。

Formation: V-dict（見る・聞く・読む）+ に堪えない ／ N（感謝・感激）+ に堪えない
