〜たる（者）
Formal written equivalent of である: 'someone in the position of X'. Used to state the duties or conduct expected of that role, often with should/must.
「〜である立場の者」の意で、その立場にふさわしい態度を述べる文語表現。
Formation: N＋たる＋N（＝である）；多く「〜たる者」
