〜であれ / 〜であろうと
'No matter what/who it is' — concedes any case, often after a question word or たとえ. Formal, common in written rules and speeches.
「たとえ〜でも」の意で、どんな場合でも結論は変わらないことを示す硬い表現。
Formation: N／疑問詞＋であれ／であろうと（な-adj語幹も可）
