'Even if not as far as X, at least Y' — sets a high level, denies it, then names a lower but acceptable level. Formal-neutral, common in advice and reports.
高い程度には及ばなくても、せめてこの程度は、と述べる表現。
Formation: V-nai＋までも（N・na-adjは「〜ではないまでも」）
